Subject: [PATCH] Keep proptest compatible with the MSRV

Before this change, the Rust 1.85 CI job resolved proptest 1.12.0,

which requires Rust 1.88 and prevented the MSRV build from starting.

Pin proptest to 1.11.0 in the MSRV package update step so CI can

continue building and testing with the declared Rust version.
