Add missing optional parameters to resource clients #1147

JS client parity: several resource client methods don't expose optional parameters that the API accepts and the JS client already supports.

• Actor create(): actorPermissionLevel. Python: actor_collection.py#L110-L138. JS: actor_collection.ts#L164-L167.
