fix: sign and attach sources and javadoc in 1.x releases - #1707

Node.js 20 is deprecated. The following actions target Node.js 20 but are being forced to run on Node.js 24: actions/checkout@v3, actions/setup-java@v3, gradle/actions/setup-gradle@v4. setup-java v3 is deprecated and will no longer receive updates. Please migrate to actions/setup-java@v5.
