Fixes an issue in the pr-base-picking command where an invalid or missing slug would log an error but exit with status code 0 (success) via a bare return. This caused tests and downstream processes to proceed under the assumption that the command succeeded, resulting in subsequent errors such as TypeError: 'NoneType' object is not subscriptable when attempting to inspect mock call arguments.

Now, ctx.exit(1) is called when slug validation fails, ensuring non-zero exit status and early failure detection.

Fixes CLI-J1
