Fixes #357

Document inclusive min and max bounds and their unbounded defaults for Int and Float, so generated trait type documentation exposes these accepted keyword arguments.

The sole failing check is the downstream jupyter_server suite: its flaky kernel-restart websocket test failed after 1,154 tests passed (test_restart_kernel, connection count remained 1). This PR only changes Int/Float docstrings; all traitlets tests, lint, docs, packaging, and the other four downstream projects are green. I attempted to rerun the failed job, but GitHub requires repository admin permission. Could a maintainer please rerun it?
