Align performance reporting with web-vitals 4

The Build and test (18.x) job failed because web-vitals 4.2.4 removed the get* APIs and ReportHandler used by the app.

• Update reporting: Use MetricType and the v4 metric APIs, including onINP in place of the removed getFID.
• Align dependency: Pin web-vitals to 4.2.4 and update the Yarn lockfile.
