Pass an empty array when no build-argument file is configured.

Both pipelines default build-args-file to "" and pass it as BUILD_ARGS_FILES: [""]. task-buildah:0.13.0 forwards this entry to konflux-build-cli, which attempts to read it as a file. The default build therefore fails before execution.
