Pass only the required registry secret.
The reusable workflow references only REGISTRY_DOCKERCONFIG. Replace secrets: inherit in both callers with an explicit secret mapping, and declare that secret in the reusable workflow.

Handle fork pull requests without registry credentials.
pull_request workflows from forks do not receive repository secrets. This step therefore writes no registry credentials, and test/kind-config.yaml mounts that empty file into every kind node. The configured registry.redhat.io/rhel9/redis-7 endpoint returns 401 Unauthorized without authentication, so the Redis workload can fail to pull its image and the fork E2E jobs can fail.
Use an anonymously pullable Redis image for fork pull requests, or provide a fork-safe path that does not depend on REGISTRY_DOCKERCONFIG.

Wait for the updated manager pod before starting E2E tests.
kubectl set env starts a rollout. The later wait for Available=True can pass while an old manager pod is still available, before the new pod reads ARGOCD_REDIS_IMAGE. Wait for rollout completion before the E2E step.
